DBE and ACDBE Programs

The Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) programs are required by any organization receiving federal funding for transportation projects. Companies wishing to operate an airport concession should seek ACDBE certification. Service Providers & Suppliers may also obtain ACDBE certification for participation on concessions contracts. All other companies should seek DBE certification. GOAA is a certifying member of the Florida Unified Certification Program (UCP). To be certified for DBE and ACDBE program/s the qualifying organization requirements are:

1. Organized as a for profit small business whose annual gross revenues or number of employees do not exceed the limits applicable to the type of business as determined by the US Small Business Administration Table of Small Business Size Standards.

2. A minimum of 51% of the business one or more individuals who are both socially and economically disadvantaged or, in the case of a corporation, in which 51% of the stock is owned by one or more such individuals.

  • A. Individuals who are African American, Hispanic American, Asian Pacific-American, Native American or women are presumed to be socially and economically disadvantaged if their personal net worth does not exceed the net worth limit.

  • B. Individuals whose socially and economically disadvantaged status is relied upon for DBE certification must show that their individual net worth does not exceed $1.32 million. For purposes of establishing net worth, the following items are excluded:

    • i. The equity in the individual’s primary residence; and

    • ii. The equity in the business which is applying for the DBE status.

  • C. Management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it.

Certification is required for this program. Applicants are required to use GOAA’s on-line Small Business Directory. This certification system is currently used by a number of government agencies, airports and other public entities. Use of the system allows for efficient and faster processing of applications and records management.
